Authorized under the 1971 Potato Research and Promotion Act, the USPB is composed of growers, importers and a public member appointed by the Secretary. Grower members are nominated at state and local grower meetings and by mail ballot. Each state is entitled to at least one grower member, and additional members are allotted for each five million hundredweight of potato production, or major fraction thereof, produced within each State, as reported in the latest Crop Production Annual Summary Report issued by the Crop Reporting Board, U.S. Department of Agriculture.

Importer members are nominated by importers, and the number of members is related to the volume of imports up to a maximum of five importer members.

The USBP administers an industry funded research and promotion program to increase US exports and domestic potato consumption. USDA's Agricultural Marketing Service (AMS) oversees the operations of the Board.
